One thing that I think helped me in the early days is that I was forced to play quite a lot of tier 1 games.

This was due to my internet being very slow and the updates taking ages, on occasion several days if it's was like 35 gig's, to download. However after downloading a small portion I could play the tier 1's whilst the rest of the update downloaded.

I think this improved my gameplay quite a bit particularly in terms of using terrain to my advantage and just making the controls second nature allowing me to focus more on what I was doing in battle rather than thinking what button I should be pressing

Not sure how but an incentive for new players to stay at lower tiers could work. Something like rewards for playing 100 games in a tier 1, or fully researching all tier 1's and 2's before playing a tier 3 etc

Instead of games played base it on Player Rating.  For example, exclude players with a PG > 4000 from T1-T3.

As I suggested earlier, suspend skills and perks for low tiers. Still earn them for the crews of low tiers, but dont make them available for use until the crew is assigned to a higher tier tank. 

This addresses seal clubbers by taking away their skill/perk advantage, it allows legitimate crew training to continue and it provides a place where new players can develop their core skills.

Its irrelevant to a noob wether they are facing a seal clubber or an experienced player crew training, the end result is the same.

Something over looked for new players are the stupid package name icons (defense/Attack etc. with stupid sword and shield) Those absolutely DO NOT HELP new players understand the tanks or the guns they're playing with I have had 2 friends try the game until tier 5 and basically not understand why the packages had icons on them. Both of them kept picked the the "shield" packages thinking it would keep them alive more
