I don't think that can have significant impact on WG earnings. Trade-in is limited time event and options available for trade in are also limited. You can buy Black tanks and some rare tanks, but in this case only tanks of lower value in gold would have such effect, basically tanks with value lower than 7.5k gold. This would be Pudel, Minuteman, Warlord, 13 57 Tiger 131 and maybe one or two more (I don't remember all of them). But buying these tanks in trade-in could potentialy generate some excess value, but only if you are using tanks of higher value like Fatherland, T34, Somua, Defender etc. Let's say you purchased all of those tanks , your refund in gold wouldn't be over 8-9k in gold (rough estimate). So scenario 1 you get your gold refunds and you convert xp, you use your 8k of gold and get 200k free xp (never used this feature but it's 1:25 iirc). Is this enough to skip whole TT? Not even close. You do get some free xp, you can skip a stock package or two and that's about it. If you want to skip TT lines you need more than that.
Also, tanks of higher value that people are willing to trade in are limited. Usualy it's those earned tanks that go first, tanks like Fatherland, ISU-130 and T34. Maybe King Tiger and Scourge, but last two were bit more difficult to earn because of Op lenght and requirements, so there is fewer of these in general and they are considered to be ''better'' tanks by community, so lower number of people are willing to trade these in. If you want to get all tanks with lower value (to get a gold refund), you have to sacrifice some tanks you've bought earlier and payed full price (whatever that price may be). Hence, if you're trading in your let's say Loewe, you have to sacrifice 6250 of the value you've originaly payed for it.
I don't wanna argue, that is just my opinion, I think WG would make money out of it even if they allowed gold refunds for this Trade-in event. Yes, people would get some gold in refunds, but that gold would be used to buy some other tanks or content in WoT.
