I'm getting spots after destruction now that I never would have received in the past.
Do we all have the "call for vengeance" perk now? bug? Did I miss something in the patch notes?

When a person resorts to attacking the other person rather than focusing on the issue (aka argumentum ad hominem), it becomes pretty clear they have nothing else to contribute and are wrong.
Announced where? Im not finding a news article on the topic.

This was allready the case, but before they would not pop up on screen, but you could see in the afthermatch result that you had more dmg than noted when you died.

You always receive spotting assist after death on enemies you were the spotter for, the ribbons just weren't being awarded after death. In 4.9 we improved it so that you would so players knew they were getting credited for their actions. Call for vengeance just increases the time that you continue to pass on the locations.

Ribbons now continue to be awarded even after death to reflect the XP earned from assist damage.
