Because people here apparently don't like nice things. Sure the enemy would be able to use them, but so does your side. And I did try a poll on a different site and found that some people were confused between reusable consumables and the healing consumables that were briefly announced then ended because people were complaining.

This is the best choice if they implement it. Small repair could be 90 seconds, large repair kit would have to be 2 minutes or longer though. And each subsequent use of the kits should cost 50-75% of the first kit.
Small and large should be on the same timer. Neither should have the time advantage. and is part of why most people on PC including myself (to a degree) used the small repair kit instead of the large one. Both need to be the same.

Many tanks shouldn't carry a fire extinguisher now that you can double up on repair kits.
If you're running a low to moderate hit point vehicle, getting tracked in the open a second time will get you killed far more often than the occasional fire.
And since fire damages modules, you'll be pretty crippled anyway once the fire is out even if you do have an extinguisher.
I don't carry fire extinguishers in most of my lights tier 5 and higher, and rarely carry them in a mediums tier 6 and higher.

As nice as reusable consumables would be, I would be happy with the large repair kit working 3 times, ditto the large medical kit, and the automatic fire extinguisher becoming a single use extinguisher after the first fire. I find that only one person or module, and a critical one at that, happens when you carry a large kit. It's nice that you don't have to use the repair wheel, but it gets expensive when you use a large kit for a small repair or single crew member.

PC got them because of stun, people don't want stun so no to reuseable kits. Games too easy as it is and it looks like +/-1 might come. So lets leave at least some thought and tactics in the game, do I carry 2 repair kit or fire extinguisher, maybe even food becomes a much easier decision if you don't need 2 of anything.
