Hi Max, not sure what the cloak and dagger was all about but I am glad to see an official response and I am glad I gambled and it came out all right.

Wasn't aware that there was any cloak and dagger haha. 
The article says that once you reach the rank of Lt Colonel II, you get the tank. There wasn't any strings attached. You just have to do it before the Season is over. (Currently on Event 3 of 6 which make up the season)
