I know this post will stir up a hornets nest, but stay with me:

 

So Artillery is OP, and nobody likes being killed by a one shot.

Artillery is normally the "king of battle" against unprotected infantry.

The odds of artillery hitting moving tanks is almost zero in real life BECAUSE:

A "spotter" can't call in a real-time "call for fire" or "fire-mission" against a moving vehicle effectively,

I know, now we have drones and satellites and the Gun Bunnies can begin to see in real-time, but we don't have that stuff in the game for our vintage tanks.


 

SO...


 

In reality, a scout serving a forward observer needs to be: hidden, stationary, and have time to call in a fire mission (20 seconds) in order for Artillery to hit a target.

I propose that Artillery can only see and fire at targets that meet the above criteria.

In ww2 tanks were destroyed by arty barrages and when they would get stuck or held up they were prime targets. You also need to remember that it is just a game and we are stuck with arty.
