Now that knocked out crew are 20% effective, how does that impact joat? One crew member knocked out and commander does their job at 70% efficiency? Or still at 50%?

Anyone have the exact wording of the description handy, though that is not always reliable in telling if it is a reduction of a penalty or bonus.
