I was in my tier V AT 2 shooting at an enemy tank destroyer at short range (may have been another AT2 as it had a turret) which was stuck on the side of a hill, with its top armour facing me.

 

I was hitting the top armour just behind the turret with HE rounds. This should be a perfect setup: a TD using HE penetrating thin top armour should cause massive damage.

 

However, round after round was hitting (maybe 6), and I was seeing what looked like penetration holes in the armour, but obtaining minimal damage. It was only when I switch to AP that I started getting significant damage (50%). I don't recall receiving any negative verbal messages; I think I was hearing "That must've hurt" etc.

 

Any ideas? A Bug?

 The best idea I have is stop firing HE from anything but a howitzer, it only does scratch damage to the enemies health, though the can hurt crew and modules.

If it was on a hill it's entirely possible with the bad HE pen that the effective thickness due to the slope was enough to defeat a HE shell.

But HE is supposed to inflict the most damage if it penetrates and I definitely saw the top armour peppered with holes that I'd created. I presume you don't get these holes displayed unless you get penetration.

Mighty Jingles has a really good review of the AT2, in it he said to NEVER run he ammo in the AT2 due to the very low pen.
